I talked that over with Ben Collins-Sussman on #apachecon yesterday, and he didn't think it'd be recommended. Greg also pointed out that it'd force everyone to have srclib/apr & srclib/apr-util - which'd prevent out-of-tree APRs.
So, yah, we thought about it and tentatively decided against it. =) -- justin
