I'd like to close bug 28832 but it's a little unsatisfying to document a
feature as broken and leave it at that.

Summary. In mod_log_config, %b returns an incorrect value in some cases.
This is a duplicate of 8996, where it's stated that it's not going to be
fixed, and folks should use mod_log_io instead.

My question is just what should be in the description for %b in the
document, and whether it is indeed the plan to just retain the current
behavior.
