Tiny, 7 line patch for server/Makefile.in .
At the moment, a bug prevents the use of --with-apr=/usr. The fix is very simple - please, could someone take a look at it, and commit it?
It's tiny, shouldn't take long to review.

(I've emailed here numerous times before at infrequent intervals, but have been ignored. http://httpd.apache.org/dev/patches.html says 'be persistent', so now I'm going to do that, and start re-sending this every week).
