I'd have thought it a definite blocker for GA, but not beta.

htcacheclean has not existed in a release until 2.1/2, Only a
htcacheclean-using 2.1.6-alpha user who blindly upgrades without reading
release notes could be adversely affected.

Though on the other hand, if it is worth a re-roll, the patch is so
trivial that any testing of 2.1.7 so far should not be invalidated.
