What's the goal of the question ?
The problem is present, and the solution is trivial.
Do we have to provide a business case with each bug description ?
In this case, the solution implementation would be based on the current use of the software, only in some environments (the ones the people described, so mainly developers).

The real question is : Is there any reason to not implement it ?

This leak is triggered once, in the SSL passphrase handler... do you run into this leak in deployment? Like, do you restart your server a lot?
