Backport the NET_TIME elimination fix.

Actually 'elimination' is the wrong word ;-)  This version leaves NET_TIME
in there so that no 2.0 module authors are 'surprised' by it's disappearance.

It moves the initial timeout setup out of the NET_TIME filter, of course.
