I mean, now we have a flush no mater what client
says, and that 'flush' can only happen if the
server response is < 10 ms.
Either we'll add 'force-flush=on', or
'flush=on' is irrelevant, but we need a directive
that will 'flush' on each AJP packet to deal with
the things like server push.
