Can you try a version from Subversion instead of 0.4? 0.4 is ancient...
Do a svn checkout from:
http://svn.apache.org/repos/asf/httpd/test/trunk/flood/
or grab a snapshot from:
http://svn.apache.org/snapshots/httpd-test/
(apr_uri_default_port_for_scheme was added in 2001. The APR /
APR-util bundled with flood 0.4 predate any official APR releases...)
