Yup - and those that do, httpd will pick up --with-sslc.  Your
config.log might be revealing.

$ap_ssltk_type of "openssl" wasn't introduced until rev 2.2.0,
apparently in my last patch-merge I missed the ./buildconf to
my ./configure, and never caught this locally.

In fact, it appears all the 6 year old sslc work didn't land in
the tree until the 2.1-dev branch and was never backported.  Very
