2.2.9 and apr[-util] 1.3.1 on windows

Voting is at the moment for  apr[-util] 1.3.1 at the apr list.
Windows 2.2.9 is building fine with it  and runs without issues here.

Note:
For building  apr_dbd_odbc out of the box with GUI, Apache.dsw needs an 
update.
