Unless the patch was submitted under a BSD or AL that is permissible here,
and ideally the patch isn't large enough to warrant a CLA.  The ASF filed
CLA doesn't apply to anything people publish in the wild, e.g. I could not
take Nick Kew's mod_proxy_html.c and commit it here... but he could under
the AL, under his own CLA.
