It works for me with event, too. I only get the failure with prefork.

FWIW, I am using Debian's apr 1.4.2/apr-util 1.3.9 (with some fixes
backported from 1.3.10).

Me too. Failure only for prefork, not for worker or event. Failure for apr/apu 1.4.2/1.3.10 and *not* for apr trunk, not even with prefork.
