This would allow the usual <IfDefine ideoms to be used in an environment that manages configuration files (presumably with host-specific parts) but doesn't manage customized startup scripts or otherwise create a mechanism to invoke httpd with different -D arguments.
(The obvious "Define" is unfortunately taken by mod_define, which does something else.)
