All Windows builds for 2.2.22 and 2.4.1 Win32 are now in place at http://www.apachelounge.com/download/
Both VC10 and for the time being also VC9 builds, Win64 64 VC10 follows. Btw. No serious 2.4 bug reports received till now, which you do not already know. All runs fine.
