W.r.t. building separate, 2.4 is a good time to make this transition for
httpd.

APR is not httpd and we have made several changes to reflect this fact
including dropping Apr from httpd source release packages.

Consider that maintainers on other platforms build and distribute Apr and
apr-util as district packages.  In creating more affinity between our Unix
and Windows users it makes sense to do so.

And even if a distributor wants to bundle 'everything plus the kitchen
sink', this change lets them pick up Apr[-util] for any bug or security fix
without waiting on httpd for a new release.  Which is the best aspect of
this change, IMHO.
