I could see processes exiting not long after FcgidIdleTimeout with this
setting:

FcgidIdleTimeout 30
FcgidMinProcessesPerClass 1
FcgidIdleScanInterval 3

Without that last directive, it will only look for idle processes every two
minutes.  FcgidZombieScanInterval might reduce the window where a process
is thought to be exiting, but I haven't tried that.

With both 2.3.7 and 2.3.9, the message "mod_fcgid: process NNNN graceful
kill fail, sending SIGKILL" seems to be prevalent.  I wonder how many times
the graceful kill works.

I only tested with php-cgi.exe processes, and they seem to die a few
seconds after I initiated shutdown, with both 2.3.7 and 2.3.9.

2.3.7 added this directive, which I haven't tried:

 But I haven't seen an issue with exiting processes anyway.
