SSLSessionTickets for 2.2 has already been backported by Yann:

It is on vote in the STATUS file for 2.2 and only needs a third
committer vote to get applied to 2.2.
For SSLSessionTicketKeyFile IMHO yes, welcome, but maybe you have to be
careful because 2.2 is expected to support older OpenSSL than 2.4. I
haven't checked whether backporting is easy or not.
