This mailing list is for HTTPD dev. I think you want to contact infra ( http://www.apache.org/dev/infra-contact) for Jira issues. It is possible someone on this list has the necessary access to Jira to help you, but HTTPD uses Bugzilla, not Jira, so you are not likely to get help here.
