No, I can't close the ones I create or others either.
Recently I noticed the keywords in the SVN commit of a PR created with the
dev-tools didn't trigger the close either (one of the few updated in last
12h)

Maybe r/w git (which we have PMC approval for for some time) after the next
release? Beyond the release scripts, can anyone think of other impact?
Other than developer workflow which people can pick up over time -- at
least the guardrails are there.
