REUSE (https://reuse.software/) is a standard that allows a project to
specify license and copyright information in a machine-readable format
(e.g. `reuse lint --json` tells you which file has which license and
which copyright notice).
The RFC for the use of REUSE in ArchLinux gives a nice overview:

If I make the Http Server REUSE-compliant (i.e. add some comments, clean
up some other comments, add a REUSE.toml file), would someone here
(review and) merge such a Pull Request?
I have the same question for Tomcat and APR and APR-Utils, but they have
a separate mailing list.
