+1 on transfering uber/hudi to apache/incubator-hudi give the issues move seamlessly using Github transfer.
On migrating to JIRA, my suggestion is to keep the current github issues as is; as and when owners of the github issues start working on it, they can move the issue to JIRA. This way most issues get migrated slowly over time. Any issues which can be addressed quickly (and may not be that important) can just be closed in the github issues itself.
