[DISCUSS] Office Hours

Folks. I am thinking about setting up 2 hours every week as office hours,
so you can ask questions in more realtime and we can cut thru the
inefficiency of debugging over slack. Would this be helpful? Any
suggestions on format, timings, time zone friendliness welcome.
