Wrapping up this conversation: we have agreed on putting EOL to versions
before 0.14, as per this discussion

We will follow the proposed phases (active, bug fix , and EOL) as per that
discussion.

Docs will be cleaned up for EOL versions as well, along with artifacts
(once confirmed with ASF guidelines)
