So, there may be a tagged build available, but we need at least three binding votes from PMC members to call it a "release". * http://apache.org/dev/release.html The ASF takes "releases" seriously, even something tagged as a "beta" release. If the bits deserve to be a "release", then there there should be at least three PMC members who agree. -Ted.
