Sorry for the confusion, this was my fault :)

I misunderstood the license blocker in
https://github.com/apache/iceberg/pull/15212 as being specific only to the
release process of the Apache project itself.
I didn't realise that it also applied to a 3rd-party hosting of the
artefact. Apologies.

We've marked it for removal and it'll be taken down shortly.
