Eviction rate metric is declared on *MemoryMetrics* interface but isn't
implemented in *MemoryMetricsImpl* (current implementation returns 0 right
away).
This metric must be implemented identically to *allocationRate* metric from the
same interface (algorithm for *allocationRate* can be reused with minor
refactoring).
