Steps to reproduce:
1) Try creating dynamic cache with non-existent data region, it fails as
expected;
2) Now try creating the same cache, but with valid data region
3) Observe assertion error from exchange thread and subsequent grid hang.
Apparently, info about failed attempt breaks cluster state somehow.
