Environment: For now Ignite allows to change number of backups in
CacheConfiguration between grid restarts with persistence enabled. I mean no
error will be thrown.
If user get cache configuration object after restart it will see new
configuration,
but user see restored configuration from persistence in Visor after grid
restart.
