IGNITE_SERVICES_COMPATIBILITY_MODE system property was introduced to configure
backward compatibility mode for service configuration classes. But since it was
done in 1.9 and current version is completely incompatible with it, there is no
point in keeping this property.
Moreover, it is ignored after IGNITE-5145.
