Summary: Review current builds on TeamCity

There is a little under 600 builds currently configured on teamcity. It is
required to review each of them and:
* revise and clean obsolete build plans
* revise and clean duplicated VCS roots
* revise and reconfigure corresponding triggers
* revise and strict build configuration access permissions
* document everything
