1) Issue "Trigger build" during PR check from the Bot UI. Scheduled build has
parameter SCALE FACTOR=0.1 which is ok, because we want to get results sooner.
2) Issue "Rerun possible blockers" and see that SF for the "rerun" TC builds is
1.0 (default).
Expected that SF of the rerun builds should be the same as in the initial
RunAll build.
