I agree with Alexey, since Dev list it better place in most cases. Apache does not prohibit peer 2 peer communication, and ASF slack can be used as a messenger.
The main thing here is that we (all community) clearly understand that ASF slack is the replacement to Skype/Rocket Chat/Calls, it is not a replacement for the list. Each private agreement should be published as intent in the list.
