I don't have the answer to your question but I'd like to add my 2 cents here:
>From the request I see you'd like to use github issues for issue tracking. I've seen other project(DataSketches) using it but got some problems with it: 1. When an issue/feature is across git repos, it's awkward. 2. Jira has better multi-media support 3. Jira got some release management feature such as auto-generating release note. I've a few knowledge on using github issues so it'd be great if I can learn from you about the pros of github issues.
