Cache.putIfAbsent should not call ExpiryPolicy.getExpiryForAccess if there is
existing value (now all operations with filter call getExpiryForAccess if
filter fails).
See TCK test CacheExpiryTest.putIfAbsentShouldCallGetExpiry.
