Igniters,

Could someone review java doc changes in public classes/interfaces? It’s ok to 
have a look at the changes in the following places:
- IgniteConfiguration (get/setFailureDetectionThreshold);
- Header of TcpDiscoverySpi, TcpCommunicationSpi.
