For a long time now, Impala has been running its precommit jobs on Ubuntu
16.04. Ubuntu 16.04 has been past its end of life for a couple years now,
so we are switching the precommit jobs to Ubuntu 20.04 for Impala 4.3.0
master branch development. The precommit jobs run the same set of tests as
before and are triggered by the same jobs as before: gerrit-verify-dryrun

This is not ending support for building on Ubuntu 16.04, although that
subject will come up in future releases. The Ubuntu 16.04 infrastructure
will remain available for development on older Impala branches. See this
