Update bylaws: Lazy Consensus for branch creation and deletion. While I'm here, fix a formatting question and remove link to Hadoop's "How to Release" page (we don't have one yet). By the current bylaws, this change requires lazy majority (3 binding +1 votes and more binding +1 votes than -1 votes) from PMC members before it can be committed.
