1. Adjust the rat check setting of the pom.xml
2. Remove unused file:
inlong-tubemq\resources\assets\public\img\base-s2db5071204.png
3. Remove unnecessary file: inlong-tubemq\CHANGES.md
4. translate png files from png to svg:
a. inlong-tubemq\resources\assets\public\img\base.png
b. inlong-tubemq\resources\assets\public\img\base.png
5. add INLONG-743 issue in CHANGES.md
