[I] [Improve][SDK] Optimize SequentialID class implementation [inlong]

   ### Description
   
   The following parts of the current SequentialID class implementation are 
unnecessary:
   1. A synchronous method is used when obtaining SeqId;
   2. This field is actually a 4-byte integer, but a long type is used as an 
accumulator, adding additional out-of-bounds judgment processing
