No, it is fine-grained. The installation package has been split into the
10 core-packages + the individual application packages.

Furthermore it is not needed to include all files included in a
core-package, but only the changed files. (The rest just is symlinks to
the existing version.

No. Just the coreXu-package and the app-packages that did change a lot.

But I guess there will be lots of changes for 2.0.1, so in the end many
files will have changes, so the download-won't be much smaller than a
complete version. But then it is not because of the system, but because
of the amount of changes.
