No, it is fine-grained. The installation package has been split into the 10 core-packages + the individual application packages. Furthermore it is not needed to include all files included in a core-package, but only the changed files. But I guess there will be lots of changes for 2.0.1, so in the end many files will have changes, so the download-won't be much smaller than a complete version.
