The language packs have not been rebuilt, as they are not affected by the changes from RC2 to RC3. So, You can use RC2 langpacks with OOo 2.0 final. That LanPacks are still tagged as RC, not as final, is just because we have not run full QA on it (due to missing community ressources). In general I would'nt expect problems with the langpacks, but you should do a test installation before production use. We found yesterday, that at least danish langpack at oootranslation is broken.
