native56 brought FORCE_DOWNLOADSETS environment variable.
As this is the default format for publishing OOo, it should be turned on by
default, no? Who should set it, where should it be set in community
environment, etc?

If you run untrusted binaries - you are screwed. If you run
them as root - all users on your system are screwed. If your MUA
(or browser, etc.) can run untrusted code - see above.
