surely it is possible to change the installation set using Orca (and makecab.exe and msidb.exe and uuidgen.exe and ...). But of course you have to know precisely what changes you have to do. You have at least to change the table File, to add the extension. Then you have to define a component with this file in table Component. And then it is necessary to add this component into FeatureComponent table. Furthermore you have to know how to add the oxt file into the installation set, so that the msi database knows where the file is located. Do you want to include the oxt file into a cabinet file or not? I would strongly recommend to use scp2, because changes in scp2 are absolutely trivial compared with the changes in Orca tool, because the packaging process makes all difficult steps for you.
