IOTA-37: Add files required for an Apache release.
NOTICE files guesses age of Litbit code donation.
RAT_README and .rat-excludes are placeholders.
pom.xml prepares for generating project information from build and to move
release-dependent documentation into the source tree. For now, asciidoc is
assumed as the tool of choice for documentation.

[IOTA-37] Added files required to create an Apache release.
The NOTICE file guesses the age of the code donated by Litbit.
The two rat files are placeholders.
The pom.xml file is a placeholder in preparation for hosting
the release-specific documentation as part of the source tree.
