When Haier Group (a very famous manufacturer in China) uses IoTDB, they find 
the precision of the  timestamp  is not sufficient. In their production line, 
the precision of timestamp is 0.1 microsecond. 

Now, IoTDB uses long to store timestamp, which is fine for millisecond, 
microsecond and nanosecond, but IoTDB just parse a long timestamp as 
millisecond. So, we can provide a parameter in configuration files to set the 
time unit of the long value. 

3 choices need to be supported: millisecond, microsecond, and nanosecond.
