Hi all,

I know discussing the "code of conduct" of our community is a little late,
but it is better than we never discuss it.  (well, actually we had a
discussion half a year ago, [1]).

As our community is more diverse, it is time to re-discuss this topic
again.

Apache has a code of conduct, see [2]. If there are no opinions, I think we
can follow it directly.

Then, Apache Beam has a code of conduct for being a committer, which I
think is quite good and suitable for us, see [3].

We can publish a similar document for the IoTDB project.

How do you think? Any ideas?
Or, if you think we should add more rules or delete some rules, do not
hesitate to let us know.
