Yes, an encoding issue was my thinking as well.
I have a local power cut this morning so I didn't have the chance to investigate
much whilst I travelled to find power/internet.
Anyway, looking now UTF-8 is ok, but Windows-1252/ANSI is not.
So, it appears Firefox was defaulting to Windows-1252 probably rather than
UTF-8.
I had the same effect in VS Code.
The two extended characters are U+2013 ('-' between functions and bits first
line)
and U+FFOC (',' between 12183 and CVE on second line).
