Hi all,

I’m sorry that I have to jump in on this sort of thing. Usually creating a new 
repository requires a vote of the project.
I haven’t even seen any form of discussion before this.

Please: I know you folks don’t quite like doing things on email, but this is 
actually a requirement of being an Apache project.
In the future, please discuss things like this on the list first.
