If bootstrapping using IsisWebAppBootstrapper (eg html, scimpi,
restfulobjects), then the "isis.viewers" context param is read and is used to
ensure that config files such as viewer_html.properties are also read.
This doesn't happen when bootstrapping via the wicket viewer's
IsisWicketApplication.
