This is only really intended as an "emergency" measure, if a concurrency
exception is being thrown in a case which we hadn't anticipated / should be
automatically resolved (or otherwise brought to the user's attention), but is
not being trapped.
This flag would allow the administrator to temporarily disable checking in
order that users can continue (albeit at a higher risk of losing updates).
